How do you source consumer electronics from China safely?
First separate the real factory from the trading company, then lock the certifications that decide whether your product can ship and sell: FCC for the US, CE and RoHS for Europe, UL, plus UN 38.3 for anything with a battery. Nail down who owns the tooling and firmware in writing, and gate the final payment on a passed quality inspection.
Why electronics punish you harder than any other product
I have spent 25 years on factory floors around the world, and now I am on the ground in China. I will tell you plainly: consumer electronics are the least forgiving thing you can source. With a plain plastic part, a mistake costs you one bad batch. With electronics, one wrong certificate, one battery that never passed a transport test, one firmware you do not own, and your whole order sits in a warehouse, or on a dock, or in a customs hold. You do not sell it, and you cannot ship it.
The scale tells you why so many people try, and why so many get hurt. In 2025 the United States imported about $84.03 billion of electrical and electronic equipment from China, and in the European Union electrical machinery and audio-visual equipment was the single largest import category from China at €164.9 billion, nearly 30 percent of everything the EU bought. That is a river of product. Most of it is fine. Some of it is a trap. You cannot see the difference from a photo and a friendly chat on Alibaba. I can, because I stand on the floor and check.

Real factory or trader in disguise
The first question is always the same, and on Alibaba you almost never get a straight answer to it. Who actually makes your product? Many electronics suppliers are traders in disguise. They own a nice showroom and a good sales team, and they buy the real work, the board, the module, the battery, from someone else you never meet. You pay a margin to a middleman who cannot fix a problem on the line because it is not their line.
This matters more in electronics than anywhere else, because your product is really three or four products stacked together: the main board, the wireless module, the battery cell, the enclosure and tooling. A true manufacturer controls the assembly and can show you the SMT line, the reflow oven, the functional-test jigs, and the workers who run them. A trader shows you a meeting room and a catalog.
When I walk an electronics line for you, I find out who really makes it and I show you the proof on paper: the business license and its real scope, the factory audit, the equipment on the floor, and the names on the key components. I am not the factory's man. Only you pay me, so my only job is to protect you.
The certifications that decide whether it sells and ships
This is where most first-time electronics buyers lose money, so read it twice. A certificate is not paperwork you chase after the goods arrive. It is the thing that decides whether your product is legal to sell and even legal to move. Here is what actually matters, in plain terms.
FCC (United States). Anything with a wireless radio, and almost every earbud, watch, tracker, and smart-home device has one, is an intentional radiator under FCC Part 15. Bluetooth runs in the 2.4 GHz band under Part 15.247, and an intentional radiator requires formal FCC certification with a granted FCC ID, not a simple self-declaration. No FCC ID, no legal sale in the US.
CE (European Union). The CE mark is the manufacturer's declaration that the product meets EU health, safety, and radio rules. For a wireless device that means the Radio Equipment Directive, plus the right test reports behind the declaration. The mark is cheap to print and expensive to actually earn. I check that the test reports behind the mark are real and match your exact product, not a cousin of it.
UL (safety, North America). UL or an equivalent recognized safety mark is what your retailer, your insurer, and often your warehouse will demand before they touch a powered device, especially anything with a battery and a charger. It is about not starting a fire in someone's home.
RoHS (restricted substances). Directive 2011/65/EU restricts ten hazardous substances, including lead, mercury, and cadmium, with limits of 0.1 percent by weight (0.01 percent for cadmium). Only compliant product may be placed on the EU market, and RoHS sits underneath the CE mark.
The battery overlap, UN 38.3. This is the one that ambushes people. Every lithium cell in your product must pass UN 38.3, a set of transport-safety tests including altitude, thermal, vibration, and shock. Air and ocean carriers assume your batteries passed it. No valid UN 38.3 report and the correct dangerous-goods paperwork, and your shipment does not fly and does not clear. I confirm the battery test report exists, is current, and matches the cell actually inside your unit, not a different cell the factory once tested.
Tooling, firmware, and who owns your product
Here is a quiet trap that costs you your whole business, not just one order. In electronics you are paying for two kinds of property, and the factory would love to keep both.
The first is tooling. The injection mold for your enclosure is expensive, and whoever owns it controls whether you can ever leave this supplier. If the contract does not say the tooling is yours, paid for and physically yours to remove, then the factory owns your product and can hold your next order hostage.
The second, and the one people forget, is firmware and design IP. The software running on the board, the app, the industrial design, the board layout. If the factory developed it and the paper does not assign it to you, they can sell your exact product to your competitor next month under a different name, and there is nothing you can do. I have watched it happen to good people.
This is why I send buyers into an electronics deal with two documents drafted before the first sample, not after the problem: a China NNN Agreement to stop the factory from copying, competing with, or leaking your product, and a China OEM Supply Agreement that pins down tooling ownership, firmware and IP assignment, specifications, quality standards, and what happens when something goes wrong. The quality gates that catch a bad unit before your customer does
A phone case either looks right or it does not. An electronic device can look perfect and be dead, or worse, work for three weeks and then fail in your customer's hand. That is a return, a one-star review, and a refund, all at once. So electronics need real quality gates, and I insist on them.
Functional test, every single unit. Not a sample, every unit. Does it power on, pair, charge, hold a charge, and do the one thing it is sold to do. On a serious line this runs on a test jig at end of assembly.
Drop and stress testing on samples. A wearable or an earbud lives a hard life. Drop tests, hinge and button cycling, sweat and splash checks against the IP rating you are printing on the box.
Burn-in. Powered devices are run continuously for hours before they ship, because early electronic failures show up early. Burn-in catches the weak units before they reach a customer instead of after.
When I run point on your order, I set these gates in writing and I confirm them at the factory during production and again before the goods leave, so a bad unit is caught on the floor in China, where it is cheap to fix, not in a customer's living room, where it is not.
The payment and inspection structure that keeps your money safe
Before you pay anyone, one check protects more money than everything else on this page combined. I confirm the bank account name matches the real, verified company you are actually buying from. Payment fraud, where an email is intercepted and a new bank account slipped in, is the most expensive mistake in this trade, and this single check has saved buyers their entire order. I do it every time.
Then the structure. You never pay everything up front. You tie your money to milestones you can verify: a deposit to start, the balance released only after inspection confirms the goods are built right and the certificates are real. For electronics I hold the final payment against a pre-shipment inspection and against sight of the actual test reports, FCC, CE, UN 38.3, matched to your exact product, not to a similar one in a drawer.
This is the discipline. Verify who makes it. Verify the certificates exist and match. Verify the bank account. Pay against milestones, not promises. Do that and the river of cheap Chinese electronics works for you instead of against you.

Do wireless earbuds really need FCC certification, or is a self-declaration enough?
They need full certification. A wireless earbud is an intentional radiator under FCC Part 15, and Bluetooth operating in the 2.4 GHz band falls under Part 15.247. That requires formal FCC certification with a granted FCC ID, not the simpler self-declaration used for some non-radio devices. If a factory offers you only a self-declaration for a Bluetooth product, that is a red flag I would check before you pay.
What is UN 38.3 and why can it stop my whole shipment?
UN 38.3 is the set of United Nations transport-safety tests every lithium battery must pass, including altitude simulation, thermal, vibration, and shock. Air and ocean carriers assume your batteries passed it, so without a valid, current UN 38.3 report and the correct dangerous-goods paperwork, your goods do not fly and do not clear customs. I confirm the report exists and matches the exact cell inside your unit, because factories sometimes show a report for a different battery they once tested.
How do I know if my supplier is a real factory or just a trading company?
You usually cannot tell from Alibaba, because a good trader has a better showroom than a real factory. The proof is on the floor: the SMT line, the reflow oven, the test jigs, the workers, plus a business license whose scope actually covers manufacturing, and the names on the key components like the board and the battery cell. I go stand on the floor, verify who actually makes your product, and show you the proof on paper.
Who owns the tooling and the firmware, me or the factory?
Whoever the contract says, and if the contract is silent, the factory. The injection mold for your enclosure and the firmware running on the board are both valuable property. If your agreement does not name you as the owner of the tooling and does not assign the firmware and design IP to you, the factory can hold your next order hostage or sell your exact product to a competitor. This is why I put a China OEM Supply Agreement and a China NNN Agreement in place before the first sample, not after a problem.
What quality checks matter most for consumer electronics?
Three gates. Functional test on every single unit, not a sample, so every device is confirmed to power on, pair, and charge before it ships. Drop and stress testing on samples against the IP and durability ratings you print on the box. And burn-in, running powered devices for hours so early failures show up in the factory instead of in your customer's hand. I set these in writing and verify them during production and before shipment.
How should I structure payment so I do not get defrauded?
Never pay everything up front, and never pay a new bank account without checking it. Before any payment I verify the bank account name matches the real, verified company, because intercepted-email payment fraud is the most expensive mistake in this trade. Then tie your money to milestones: a deposit to start, and the balance released only after a pre-shipment inspection confirms the goods are built right and the FCC, CE, and UN 38.3 reports are real and match your product.
Can you actually go to the factory for me?
