The Five Cent Part That Stopped A Ford Plant

China produces about 94% of the world's sintered permanent magnets and refines about 91% of the rare earths that go into them. A suspension of China's October 2025 export controls expires on 10 November 2026, and a separate set of controls from April 2025 has never been suspended at all.

The cheapest part in the car — and the one everything waits on

Here's the part almost nobody on your team has ever bought. It's a permanent magnet — a black rectangle smaller than a stick of gum, and in bulk the small ones can cost about five cents. You don't purchase it. Your seat supplier buys a small motor; the motor maker buys the magnet. By the time it reaches you it's buried three tiers down, inside a seat that adjusts, a pump that circulates, a sensor that reads. A modern car carries dozens of them — in the seats, the wipers, the brakes, the steering, the fuel injectors.

In May 2025, a part like that stopped a Ford plant. Ford paused its Chicago Assembly Plant — the line that builds the Explorer — because a supplier ran out of magnets. Not the company. One plant, one line, idled by one of the cheapest components in the vehicle. Ford's own chief executive described the supply afterward as running day to day. The part nobody tracks turned out to be the part everything waits on.

94% from one country, and not where you think

So where does that magnet come from? Almost one place. China mines about 60% of the world's rare earths, refines about 91% of them, and makes about 94% of the finished sintered magnets they go into — "sintered" just meaning the hard, permanent kind that sit inside motors. Two decades ago China's share of those magnets was about half. It roughly doubled while the rest of the world was staring at the mine.

That's the trap most people miss. When you hear "rare earth," you picture a mine, and you assume the fix is to dig one somewhere else. But the concentration isn't at the mine — it's in the middle of the chain, in the refining and the magnet-making, the unglamorous industrial steps nobody else wanted. You can open a mine in a few years. Standing up the refining and the sintering to match China takes far longer. And magnets are where the value sits: permanent magnets account for about 95% of all rare earth consumption by value. China exported 58,000 tonnes of them in 2024. That is the number the world quietly runs on.

Six times the price, a tap turned to a trickle

You can already see the strain in the price. On the first of July, neodymium — the metal inside every strong magnet — was running about $145 a kilo, up nearly 20% in a single month. Dysprosium, the element that keeps a magnet working when a motor runs hot, has roughly doubled this year. And after the April 2025 controls, rare earth prices in Europe reached as much as six times the level of the same material inside China. Same metal, two prices, depending on which side of the border you are standing on.

The flow tells it harder. Take yttrium, one of the controlled elements. In the eight months before the April 2025 rules, China shipped 333 tonnes of it to the United States. In the eight months after, seventeen. By February 2026 it had recovered only to twenty tonnes — against sixty-six in a single month, January 2025, a year earlier. That is not a market softening. That is a tap turned down to a trickle while the paperwork catches up.

Two sets of rules, and the date everyone's watching

Now the part that has a date on it. There are two sets of rules, and they are not the same.

The first came in April 2025 and covers seven elements — samarium, gadolinium, terbium, dysprosium, lutetium, scandium and yttrium. Those rules were never suspended. They are operating today, right now, as you read this.

The second came in October 2025. It added five more elements and, for the first time, reached outside China's borders — to products made anywhere that contain Chinese-origin rare earth material. That second package was suspended as part of a trade truce, and the suspension is set to expire on 10 November 2026.

Read the framing carefully, because it is the whole thing. This is a licensing regime, not a ban. Nothing is forbidden — it is allocated. To move the material you file for a licence and you wait — roughly forty-five days on paper, two to four months in the real world. So the real cost was never "you cannot get magnets." It is that you get them slower, less predictably, and behind whoever filed before you. November 10 is not a wall going up. It is a question of whether the second, wider set of rules switches back on — and I am not going to tell you which way that breaks, because nobody knows. Not me, not the two governments, not your supplier. What you can do is be ready either way.

Which magnets actually get hit

Not every magnet is equally exposed, and here you need one piece of plain language. The magnets under the most pressure are the high-heat ones — the grades that keep their strength when a motor runs hot. In the trade they are the high-coercivity NdFeB grades, labelled SH, UH, EH or AH, and they get that heat resistance from two of the controlled elements: dysprosium and terbium. "Coercivity" is just the technical word for how well a magnet resists being knocked out by heat. High-coercivity means it holds up in an engine bay, a wind turbine, a pump, an aircraft.

That is the catch. The magnets that matter most, in the things that matter most — EV traction motors, wind generators, industrial pumps, aerospace — are exactly the ones that lean on dysprosium and terbium. A plain low-temperature NdFeB magnet, with no dysprosium or terbium in it, is far less exposed. But "far less exposed" is not "clear," and you cannot assume which one you are holding. It has to be verified, not guessed.

The number with twelve zeros — and what I don't know

Step back and the size of it is hard to hold. The International Energy Agency put a figure on the worst case: if the full suite of these controls were implemented, the downstream production at risk outside China reaches about 6.5 trillion dollars a year. Not the magnets — the cars, the turbines, the machines the magnets go into. A five-cent part, sitting under a number with twelve zeros.

I want to be straight about what I don't know. I do not know what happens on November 10. It could lapse and the wider rules return. It could be extended. It could be renegotiated into something else entirely. Anyone selling you certainty on that is guessing. My job is not to predict the date — it is to make sure that whichever way it goes, you already know which of your parts depend on it. Because the operators who get hurt will not be the ones who guessed wrong. They will be the ones who never checked.

One. Open your parts list and find every small motor. Seats, pumps, fans, sensors, actuators — anything that spins. That is where the magnets hide.

Two. Ask each supplier, in writing, one question: does the magnet in this part contain dysprosium or terbium? Put it in an email. If they cannot answer it in writing, that silence is your answer — it means they do not know their own chain, and neither do you. This. This little black thing. It is a magnet. Costs a few cents.

In May last year, Ford shut down a factory because they ran out of these. Not chips. Not steel. Magnets. The Explorer line in Chicago. Stopped. Their CEO said they were living hand to mouth. Day to day.

Here is the number that explains it. Ninety four percent of the world's permanent magnets are made in one country. China. That is the International Energy Agency. Their report, this year. Twenty years ago it was fifty percent. Now it is ninety four. And there is a date coming. November tenth. I am going to tell you what that date is, and how to find out in one afternoon if it touches your product.

You are probably wondering why a magnet stops a car factory. Because it is not one magnet. It is the power seats. The wipers. The brakes. The steering. The fuel injectors. A modern car has these things hidden everywhere. Small motors. Every small motor needs one. And here is the part that catches people. Ford does not buy magnets. Ford buys a seat. The seat maker buys a motor. The motor maker buys the magnet. Three floors down from you. That is where it lives.

Now watch how this actually works. First. China mines about sixty percent of these metals. That part everybody knows. Then. China refines ninety one percent of them. That is the real number. Then. China makes ninety four percent of the finished magnets. So it is not the mine. It is the middle. The refining and the making. You can dig a rock out of the ground in Australia. You still have to send it somewhere to become a magnet.

Here is what is happening while we speak. The metal that goes into these. Neodymium. First of July. One hundred forty five dollars a kilo. Up almost twenty percent in one month. Dysprosium, the one that keeps a magnet working when a motor gets hot. Up about a hundred percent this year. And magnet shipments to America in the first six months of this year ran about twenty percent below where they were before all this started. So less coming out. And more expensive. At the same time.

Now the date. Last October, China announced a wider set of export rules. Then in November, they paused them. For one year. That pause ends November tenth. If it lapses, the wider rules come back. And they reach products made outside China that contain Chinese material. If it gets renegotiated, nothing happens and everybody forgets. Nobody knows which way it breaks. I do not know either. But here is the thing people miss. There is a second set of rules, from April last year. Seven elements. Those were never paused. They are running right now. Yttrium going to America went from three hundred thirty three tonnes to seventeen. Same eight month window. Before and after.

My read, after twenty five years on these floors. This is not a ban. It never was. It is a licence. Which means it is not about whether you can get them. It is about who gets them first, and how long you wait. A licence takes about forty five days on paper. Two to four months in real life. That is the whole story. Allocation, not absence.
